The nature of VMs is that they have the same basic CPU architecture as the host machine. You can't run an Intel OS in a VM on a M1-based Mac. Parallels says v17 will run Windows 11 on a Mac, but I'm not sure if it will run an Intel version on an M1 based Mac.
